But what exactly is California MTSS, and how does it work?
To help explain, OCDE’s Communications and Media Services team produced the video above, breaking down the framework that supports students’ academic, behavioral, social-emotional and mental health needs. Take a look.
Support for every student
The quick version is that California MTSS is designed to ensure that all students receive the support they need to thrive, while also preventing more serious challenges from developing. It’s built on three tiers: universal support for all students, supplemental support for those who need additional interventions and intensive support for those with the greatest needs.

Educators looking to deepen their understanding of MTSS and explore best practices for teaching and learning can register for the 2025 California MTSS Professional Learning Institute, which will take place July 22 through July 24 in Anaheim, California.
The annual event unites educators to strengthen student achievement and create meaningful change. This year’s theme, “Unite, Empower, Impact,” will be reflected in scores of workshops and sessions designed to help schools and districts refine their strategies.
