OCDE, Butte County leaders publish EdSource column on impact of California MTSS

Students at Palm Vista Elementary School listen as their teacher explains an assignment in 2022. The school was the first in California to have the majority of its staff complete the CA MTSS Pathway Certification for Schools course — a professional learning program developed and led by OCDE to help schools build stronger systems of academic, behavioral and social-emotional support.

A new commentary co-authored by Orange County Superintendent of Schools Dr. Stefan Bean and Butte County Superintendent Dr. Mary Sakuma spotlights the measurable gains made through California’s Multi-Tiered System of Support — and why now is the time to expand its reach.

Published June 4 by EdSource, the column highlights how the California MTSS framework is helping schools across the state boost achievement, reduce suspensions and bring alignment to numerous statewide initiatives supporting student well-being.

“Our state has made historic investments in mental health, early learning, expanded instructional time and more. The multitiered system doesn’t replace those efforts — it ensures they work together,” Bean and Sakuma write. “In other words, it’s the delivery system for every promise we’ve made to our students.”
