The principal of South Lake Middle School in the Irvine Unified School District has been named one of just nine recipients nationwide of the 2024 Terrel H. Bell Award for outstanding school leadership.
Announced this week by U.S. Secretary of Education Miguel A. Cardona, the prestigious award was presented to South Lake’s Belinda Averill and eight other principals who have demonstrated exceptional leadership, inspired change and promoted student success.
Averill is one of only two educators in California to receive the honor, which is awarded exclusively to principals from National Blue Ribbon Schools. Under her leadership, South Lake Middle School earned its National Blue Ribbon designation in September, highlighting the school’s commitment to student achievement and well-being.
“Schools that raise the bar count on school leaders who raise the bar,” U.S. Secretary of Education Miguel Cardona said. “As recipients of the Terrel H. Bell Award, you have driven change, shaped school cultures, and fought for excellence in education.”
While she’s served as principal at South Lake for the past decade, Averill’s career in education spans 30 years, beginning as a special education teacher in Los Angeles. She later joined Irvine Unified and spent time as a teacher and assistant principal at Woodbridge High School before stepping into her current role.
She’ll be formally celebrated at the National Blue Ribbon Schools Awards Ceremony in Washington, D.C., on Nov. 7.

We work together every day to help our amazing kids thrive and empower them to reach their full potential, which is reflected in our designation as a 2024 National Blue Ribbon School.”
Irvine Unified Superintendent Terry Walker said the district is “incredibly proud” of Averill and her well-deserved commendation.
“Her leadership has enriched the educational experiences of students at South Lake and strengthened the entire school community,” he said. “This recognition highlights her tireless efforts.”
Named for the second U.S. Secretary of Education, the Terrel H. Bell Award honors principals who have demonstrated their commitment to advancing excellence and equity in their schools. It’s presented annually by the U.S. Department of Education in partnership with leading education organizations, including the National Association of Elementary School Principals, the Association for Middle Level Education, and the National Association of Secondary School Principals.
Just one other principal from California received the accolade this year. State Superintendent of Public Instruction Tony Thurmond announced Thursday that Paulette Smith from the San Leandro Unified School District also earned the distinction.
“It is my pleasure to honor and recognize Principal Smith and Principal Averill as exemplary leaders who provide outstanding opportunities to students, shape positive communities and support teachers to achieve excellence,” Thurmond said. “Students in these environments are allowed to thrive, and feel motivated and equipped to achieve their best.”
