
Quick look: According to new state data, 5,280 students from eight Orange County school districts and OCDE’s Pacific Coast High School earned the State Seal of Civic Engagement in 2024–25, a 2.1 percent increase from the prior year.
Nearly 5,300 Orange County high school students earned the State Seal of Civic Engagement during the 2024–25 school year, according to recently released data from the California Department of Education.
Established in 2021, the State Seal of Civic Engagement recognizes students who have demonstrated excellence in civic learning and participation. The distinction, symbolized by a gold emblem on the diploma or transcript, is conferred by the state superintendent of public instruction to honor students’ understanding of the U.S. Constitution and democratic principles, as well as their commitment to informed citizenship and community involvement.
This year, eight Orange County school districts and students attending the Orange County Department of Education’s Pacific Coast High School participated in the program, representing 51 schools. In total, 5,280 students from across the county earned the recognition, compared with 5,173 in 2023–24.
The Anaheim Union High School District led all local education agencies in the county with more than 3,350 seals awarded, followed by Newport-Mesa Unified with more than 800 and Garden Grove Unified with nearly 460.
Statewide, more than 15,600 students earned the State Seal of Civic Engagement in 2024–25. Orange County led with 5,280 recipients, followed by Los Angeles County with about 3,700 and Riverside County with more than 3,200.
